Woman charged in raid on alleged brothel

Police have charged a 27-year-old woman with running a brothel in a quiet Halifax neighbourhood.

The woman was arrested Tuesday evening after a search of a home on Red Fern Terrace in Clayton Park.

Halifax Regional Police said the raid by its vice unit was the result of a two-month investigation prompted by complaints from people in the neighbourhood.

"Seeing a lot of traffic in and out of the home staying for short periods ? that type of activity would certainly lead to the belief that something illegal is taking place," said Const. Brian Palmeter, a police spokesman.

The woman is scheduled to appear in Halifax provincial court on Jan. 28 to face one count of operating a common bawdy house. No further charges are expected at this time.

Police said a man was arrested but released without charge.

 

 

What service would this have been ? Apparently its was on "Red Fern Terrace"

That's what I mean its very close to me too, defiantly walking distance, and I didn't even know it was there...

 

I figured I would know about this kind of place so close to me, strange.

It hasn't affected any of the Halifax CL listings so maybe this was a blow and go service?

It is a very good quiet residential area. Very close to Park West School.

Hmm, I just watched the report on Global Maritimes and you're right, it's in a well-off neighbourhood.

 

As a former resident of Vancouver and suburbs, there are dozens and dozens of these residential in-calls. However, the biggest difference is that they are all what we call Asian micros. Usually these homes are in quiet neighbourhoods of middle to upper class or condominium/apartments. There are usually one to three ladies working with prices from $120 to $160 per 45 minutes of GFE service.

 

Anyways, I'm getting off subject. Since this is the Maritimes, I'm thinking it must have been a bored couple/housewife or swinger couple with an entrance fee. The majority of people are conservative and won't put up with this nonsense (in their view) unfortunately.

Unfortunately what usually gets these people is not paying attention to the increased traffic and the constant coming and going of single men. When people see this kind of activity, their first thoughts are drugs and they will complain. Any sps conducting biz at any sort of similar level in a house, rather than an apt building, is going to go thru the same sort of scrutiny, imo.

 

People rarely think prostitution is going on when they see this pattern, and definitely do not want any sort of drugs in their neighbourhood. Discretion is key here, and these guys were not.

It's true the first thing you think of when you notice unusual activity is drugs. The ATV evening news team knocked on the accused lady's door and was kind enough to broadcast her house number. ATV interviewed a number of neighbours, none of whom had noticed anything unusual.

 

News 95.7, however, states (http://www.news957.com/news/local/article.jsp?content=20091209_153000_9104):

Some of the residents on Red Fern Terrace say they think they know which one of their neighbours was operating the brothel on their street.

 

"Because of a lot of activity around the house, a lot of vehicles around the house," says Valerie Wright.

 

"And it's funny because I just mentioned to my husband saying it seemed like there's a lot of Christmas parties going on because of all the cars up that way."

 

Wright operates a day care center out of her home and raises concerns about the criminal activity happening in an area jsut down the street from a school.

 

Something street resident Joel Murphy agrees with.

 

"Because when you thyink of that you think of drugs, you think of criminals," says Murphy.

According to ATV, this is the 10th instance of this type of charge in Halifax over the last 5 years.

This kind of story makes you wonder how Park Avenue (a well known former Dartmouth brothel) was able to operate for 18 years in the same location with relative impunity.

An asian SP friend of mine worked in Calgary with 2 other girls and they were seeing up to 50 clients a day at a house in a residential neighbourhood. They were busted within 2 weeks. Fortuantely she was not there when it happened.

 

That was her first experience working in-call. Now she is terrified to do low-key in-calls, even in an apartment. I tried to explain to her that was they were doing in Calgary was just plain stupid.

 

Sounds to me like anyone who does high volume in a residential neighbourhood is bound to get shut down (and rightfully so).

 

I think the key issue when the cops evaluate whether or not to bust is whether they are complaints and they are creating a "nuisance".

It is a very busy street with kids as they walk to and from school every day. Not the best place to do this. Parking also sucks. Not that I've been there.

It must have been relatively new in the industry because no one here seems to have know about it. Or are these kind of low key ops more common than we know of ?

If my recollection is correct, a couple of years ago the Halifax Police Department claimed that there were approximately 80 indoor escorts in the city.

According the the story in the Herald this morning this lady was the only person working out of this residence. I'm not up an all the laws but I thought as long as she was not living off the avails of others or procuring others to work for her this type of operation in Canada was legal. I would not call this area upscale but certainly a very good area one I would feel very comfortable going to.

According to Section 210 of the Criminal Code, "Every one who keeps a common bawdy-house is guilty of an indictable offence", where Section 197 states: " 'common bawdy-house' means a place that is (a) kept or occupied, or (b) resorted to by one or more persons for the purpose of prostitution or the practice of acts of indecency." So any incall is technically illegal, even if there is just one provider -- although police usually ignore independants unless they receive a specific complaint.

The Halifax Regional Police-RCMP integrated vice unit searched a home on Red Fern Terrace at 6 p.m. Tuesday and arrested a man and a woman inside without incident.

 

The 27-year-old woman, whose name was not released, was charged with running a common bawdy house and is expected to appear in Halifax provincial court on Jan. 28.

 

The man was released without charges. Police don’t believe he was at the home for the purpose of obtaining sexual services.

 

Const. Brian Palmeter, spokesman for Halifax Regional Police, said the two-month investigation stemmed from "public complaints generated from within that neighbourhood."

 

The street is lined with well-kept, single-family homes. There is one semi-detached home at the end of the street near Farnham Gate Road and a cul-de-sac of similar semi-detached homes off Red Fern Terrace. The street is often used as a walking route for children who attend Park West School on Langbrae Drive.

 

"It’s literally one of those family neighbourhoods where it seems every second house has kids there," Joel Murphy told reporters outside his Red Fern Terrace home Wednesday.

 

"It’s not loud. It’s very quiet. I mean, the worst I’ve seen happen in the last year are some smashed pumpkins on Halloween."

 

He’s lived there since 2001 and is used to seeing a lot of cars parked on the street. And with the turnover of homes in the area, new neighbours are always coming into the community.

 

Mr. Murphy, who heard about the alleged bawdy house from reporters, was concerned that there might be underage prostitutes involved or other criminal activity, such as drug dealing and use. He wanted to know the exact address of the search and who was involved.

 

"I have two daughters myself, so I have to worry that they’re walking down this street almost every day and that could be going on," he said.

 

Police do not release the address related to searches, "unless it’s obvious and we’re at a crime scene," Const. Palmeter said.

 

He was able to say the woman arrested Tuesday doesn’t own the house and is believed to be renting it. He also said that no other women were involved.

 

"At this point, we don’t believe there were any other females working in that location," he said. "We have one person charged; we aren’t expecting any other charges in relation to the matter."

 

Const. Palmeter said that police "appreciate the concern of residents," and said that "there hasn’t been any evidence of any threats or danger to anybody in the neighbourhood."

WOW! So it is completely illegal to do incalls in Hali??? Why arn't all the girls on CL being arrested? Did they just shut it down because the neighbours complained? Maybe they look the other way until complaints come in? Well that sucks as I am not up for breaking any laws or being arrested! I was under the impression escorting was legal in Canada. I have a license from the city ($250 a year) to work out here. I was looking forward to a trip down next month but am going to cancel it I think. I wonder if I could call the police and ask them about the laws? Is this insane? I'd still like to know if outcalls are legal. And yes I agree it's stupid to work in a residental area near a school. (But we are aloud in BC) Why would there be so many cars it looked like parties to the neighbours if there was only one girl there? That makes no sense. And how many clients can one girl see in a day? Four is alot and enough for me! LOL

These are Canadian laws, not specific to Halifax.

 

Prostitution is legal in Canada. But it is illegal in Canada to operate a common bawdy house (the charge in this instance), to communicate in public for the purposes of prostitution, and to live on the avails of prostitution of another person.

 

So it is legal for an independant lady to do outcalls. Law enforcement usually leaves independants doing incalls alone, unless they receive a specific complaint -- even though technically the law is being broken. I am not aware that Halifax Police are any more aggressive than any other city in this regard.

 

I have a license from the city ($250 a year) to work out here ...

 

Although I cannot find them posted on line, and so have not read them, I believe that a reading of the Victoria Escort-Licensing by-laws will show that, like other Canadian municipalities that require licensing, an "Escort" (by their unconventional definition of the term) is not nominally licensed to provide paid sexual services, but is instead licensed to provide paid companionship only. Otherwise, the city could be interpreted as being in receipt of the avails of prostitution through collection of their licensing fees, and therefore would itself be in violation of the Criminal Code of Canada. If this interpretation is correct, your Victoria license fee is, in effect, a kick-back you pay to the city (nudge-nudge, wink-wink) so that VICPD will ignore your violation of the Criminal Code of Canada's bawdy-house provisions.

Please don't cancel your trip! I'm really looking forward to seeing you. If it makes you feel more comfortable, you could do outcalls exclusively, which are completely legal. Honestly though, there are a lot of indies doing incalls here and I've never heard of any of them ever getting busted. Hope this helps!

This woman was working alone and garnered that much traffic. Doesn't make sense. She was either charging very low prices or there was something else going on - perhaps she was selling drugs...who knows.

 

As much as I am for independents being able to work out of their residences, common sense should prevail. They key word is "discretion" and clearly this woman or her clients were not being discrete.

 

If I saw that going on in my neighbourhood, I wouldn't be too happy about it either. Greed seems to be the motivating force I suppose.

I'm still confused about the neighbors saying that there were a lot of cars there all the time so it looked like there were parties going on all the time.,,,and somehow that head to her being charged of operating a common bawdy house....??

 

err....does she make them all wait in the lobby together? I'm really wondering how they came to the conclusion that she was selling sex...since there was a man arrested but released because it didnt seem like he was there to use services.

 

they left out a big chunk as to how they came to that conclusion that ;lead to her arrest....but of course, every paper will always jump to one of the conclusions without telling the whole story right? ugh

I believe what happened was, the police received generalized complaints from the public e.g.(high traffic coming and going). The police then put the property under surveillance. A police spokesperson was interviewed, citing that many men coming and going from a particular residence and only staying a short period of time may indicate that the premesis was a common bawdy house. Lol... I have to say though, they're not that common anymore around here. In the past two years, Halifax's finest shut down two well known brothels in the city. Before the crackdown though, everyone turned a blind eye to the goings on for close to 20 years. Sure there were the odd bust or two, but the agency owners just paid the fine and remained in business. Ahhh, the good old days! :cool:
