I guess that going for the pimps is like going up against organized crime. Probably dangerous and would require a much larger budget. Just the word "grant" makes it sound like they dont have enough in their normal budgets to address the problem. The quick cheap fix is to make some headlines in the local news media.

The Halifax scene is a waste of time, and money. The internet has come a full circle. You have less of a chance if being ripped off or robbed if you look for a street walker.
