  1. October is hit or miss. I've slept in tent here in December. Sometimes it's warm during Halloween sometimes there's 1 foot of snow one the ground. As said above, even if the weather is miserable, there's always a good time here. The people are warm and friendly and it's a safe atmosphere with folks who love to laugh, party, and play music. I hope you manage to get here and I hope you have a great time :)
  2. I would bet on July or August. You're more likely to catch better weather (Although the weather is always unpredictable) and you'll be ahead of the student rush. Most tourists show up in August or September. The Avalon (eastern coast) always has lots to do, but if you're into hiking and kayaking and some white water rafting, central Newfoundland is a must. Lots of fun things to do and the weather is a little warmer.
