I've lived in Ottawa and Halifax, and I swear there is a competition between the two cities to see who's LE is the worst. I have to take the Hali police because they are great at providing beatdowns to students and the homeless, but the never solve any important cases. Who robbed the bank downtown Hali? They don't know. Who shot the guy at the hospital? They don't know. Is that student walking down the street with a beer? Get out the mace and nightsticks, cause we got a ciminal on our hands.

Surely 2 officers must have learned to properly restrain an individual who is resisting arrest never mind 5!

Often a person who is resisting arrest is not in their right mind. They need more lessons on dealing with the mentally unstable. Kicking them is not a way to restrain them.. it's payback. Someone in a position of power with a gun and handcuffs as well as presumably not being mentally insane or drunk a the time should be the one with the tools to deal with the situation.

My sister who is bipolar and was off her meds was thrown in jail instead of the hospital when she ''talked back'' to an officer. However on many other situation the police were extremely helpful to me with her in the past. It only takes one or two bad apples to spoil it for the rest of them.
