The police in most cities only take interest in in-call locations where a agency is operating (More then one lady working from that location) but technically they can charge anyone working a incall location as the location becomes a public bawdy house. Did she have any friends working out of the same location? If so this could be the reason they took interest in her location, if she was working alone in this location than the local police (and probably pressure from the city) are out to evict any ladies working a incal location. Outcall prostitution done in private with consenting adults is legal in Canada. In Winnipeg the by-laws make it illegal to advertise as a "Escort" as well (a date/companion - not implying sex is involved). If the ladies did outcalls only and make it clear in their advertising that they are not a "Escort" but a callgirl/prostitute (and never discuss anything in a public place) they would be fine and would be working within the law.
