Owls don't always work. A friend of mine said she had a pigeon who used to land on the owl. So she uses this method and said it works like a charm. That is, stretching an aluminum slinky (or two) across the railing It repels them from landing on the railing. (They land on the railing and then hop on the balcony, so if they can't land, no pigeons on your balcony.

Go to the Dollar store and buy the $1 aluminum film wind socks and a cheap wind chime. They worked like a charm for me for a total investment of $3.

They have them at Canadian tire and walmart in the hunting section. If that fails go to lebarons on Merivale across from Virgin radio they will have some as well though they may be a bit more expensive there.

... too bad they won't sell to Muggles. I'd guess that there's not a pigeon to be found anywhere near Hogwarts Owlery, though!

I just got my decoy owl (which I have named Mason) at Home Depot.

I haven't had a chance to put it up though, so if that fails, I suppose wind socks and chimes will be my next try.

Because seriously, if I have to play pigeon abortionist again this year, I will be annoyed (they built a nest and laid eggs and I chucked the eggs off the balcony--I was trying to see if I could hit the dumpsters below, but they are farther away than they look).

just stretch a piece of fishing line accross the railing a couple inches over it. They won't land. Works on the roof as well.
