Most swers want decriminalization not legalization. 
 

similar to issues with cannabis. Legalization without decriminalization leaves the gov with lots of room to abuse the average individual.

it would look like sex work going from entry level to them using it as a way to implement harsher penalizations to people not following their regulations.
