I'm sorry, I need to agree and disagree. I agree on, someone needs to keep, within their budget. With that being said, I believe  that this "Guy" is just being "Ruid and Disrespectful". I'm not sure, on what his "Intent" is, but I highly doubt, its not "Intentional", with being a "Smart Ass" at the same time.
