Tineye and similar tools help us weed out the real stupid ones but I for one don't risk my time unless they are reco'd here. I have also heard as well, that the regulations and rules (as good as they are) can be intimidating and the idea of saying the wrong thing or whatnot would make them start off on the wrong foot.
