Vancouver sells escort licenses, but not seriously, and no one gets fined for not having one. Plus, the GVA is pretty large, and all the neighbourhoods nearby are on a different municipality, and literally just across the street or over the bridge. No one enforces it at all. Their interest is primarily the asian massage parlours (have a business front, massage rooms, biz license etc), the micros (illegal workers working out of apartments), and the SWs (street workers). Everyone else goes at it.
Edmonton is the other city that HEAVILY enforces the city escort licensing requirements. On a recent sting they collected over $90,000 in fines. They fined drivers and sps who showed up to a hotel for an outcall, because they work without licenses. This is their idea of stomping down on prostitution, lol, but in reality they are just keeping a level playing field for the ladies who do pay for licenses. The cost of a license there is high (2,000?) for an independent, but really low ($200) for anyone who works at a massage parlour.
Victoria is another city to add to the list of licenses. A lot of sps get the city license (a few hundred dollars, I believe) and a lot work out of massage parlours and agencies as well. I have not ever once heard of any bylaw fines for unlicensed sps in Victoria, so I do not think they enforce the licensing.
In one of those cities tho, an sp successfully took the fine to court and argued that she was a prostitute, going about the legal business of prostitution not an escort and therefore did not need an escort license. I believe she won. But the sp needs to want to go to court over it,

On topic, I recently read the term "leech" being applied to a guy who tries this carrot dangling approach. Needs to meet first, needs to have several phone calls, needs to go for lunch, wants to hang out, wants to hang shelves (or offer unsolicited financial advice), the list goes on, but we are talking about active board member sps with exceptional reviews, good ads and detailed website. If none of that is enough for a guy to make up his mind, then he is a leech (or looking for an sp SO). Neither possibility is attractive to ladies who are in the business of offering their company for a fee.
secret admirer, please STOP referring to the sessions as "just paying for time" sort of thing or only book by phone. It is legal to discuss rates and services and to exchange $ for services in Canada. That time thing is a US affectation and could be a detriment to you spending time with some sps who do not know what you are up to lol. Be straight up, for heavens sake. No one is going to arrest you for asking how much is it for a half hour GFE appt.
