The different sites serve different purposes. This is not an endorsement of that site. However it is free to advertise. For a provider starting off in the business it is a forum to place an ad. Not everyone starting off knows about the laws in Canada, about health matters, about reviews and recommendation boards. Heck for years hobbyists relied on newspaper ads. Some providers still advertise there, just look at the sun newspaper.
Hobbyists that look there do so for different reasons:
looking for something/someone new -because everyone is attracted to different physical and other qualities
limited other avenues to find someone
an awareness of the scene

Providers that advertise there do so for many reasons:
they are new to the industry and do not know of other safer forums
they want to keep costs down
they want to keep a low profile (limited ads, build up regulars and keep their regulars)
or
providers looking to expand their business
How many times have you seen a well known provider touring and having a CERB ad,an EC ad and an evil site ad in one of the bigger cities? How about local ladies with a CERB ad, and EC ad and an evil site ad all on the same night?
Yes, it happens.
That said, if it were not for participating/contributing members on boards like CERB, taking a chance on an evil site ad and booking a date with someone from the evil site, and writing a recommendation and in doing so encourage said provider to join a moderated forum like CERB, how many top CERB ladies would not necessarily be part of the CERB community? I know of quite a few! Again, not an endorsement of that site, just stating the facts for awareness. There is nonsense there and as CERB grows there will be nonsense on CERB, but it is also EVERYONE's responsibility to keep the nonsense off CERB.
